What PDF24 does well
PDF24 Tools is free, says it has "no artificial limits", and is paid for by advertising. It has far more tools than Docs Dingo, and its free PDF24 Creator desktop app for Windows processes files on your own PC. If you need OCR, PDF/A, rotating, watermarking or dozens of other jobs, PDF24 is the better choice.
Where Docs Dingo is different
PDF24's own page says its online tools "process files on special PDF24 servers" and that files are "completely removed from our servers after a short time". In other words, the web tools upload your document. Docs Dingo's Merge, Split, Compress and Edit tools do the work inside your browser tab instead, so you get the privacy of a desktop app without installing one, on any operating system, including phones.
Docs Dingo also shows no ads.

Which should you use?
Use PDF24 when you need a tool Docs Dingo does not have, or many conversions to Word. Use Docs Dingo when the document is private (a contract, an ID scan, bank or medical paperwork) and you want to merge, split, compress, sign or fill it without it leaving your device. Here is how to check that for yourself.
